C'est l'un des bidonvilles que l'on connait très bien moi et Gowda pour y réaliser des enquêtes depuis longtemps. Les parents travaillaient habituellement comme chiffonniers, mais aussi des femmes de ménages, des conducteurs, des charpentiers, un électricien, bref des petits métiers du quotidien.
Après un mois de confinement en Inde, nous sommes en train d'établir une liste des familles vraiment désespérées, qui ne sont éligibles à rien, et qui sont en train de crever de faim. Pour ces familles, nous allons transférer directemment de l'argent sur leur compte bancaire.
POURQUOI FAUT-IL LES AIDER MAINTENANT?
Ces familles sont sans aucune source de revenu depuis la mise en place du confinement et elles ont réussi tant bien que mal à survivre aux premières 3 semaines, mais l'extension du confinement est une véritable tragédie pour elles, la crise sanitaire devient une crise humanitaire
POURQUOI LEUR DONNER DIRECTEMENT?
Jusqu'ici, nous avons fait notre possible pour les aider via :
- les organisation non-gouvernementales, mais après un mois de confinement, les dernières distributions ont viré à l'émeute à Hanuman Mandir Mazdoor Camp ;
- la voie institutionelle, mais le systéme public de distribution alimentaire subventionnée mis en place par le gouvernement est défaillant et le centre alimentaire près d'Hanuman n'est plus alimenté depuis plusieurs jours;
- la voie politique (le député local), mais c'est au cas par cas , le fait du prince.
La seule solution, c'est donc de donner directement l'argent aux familles les plus démunies.
MAIS ONT-ILS TOUS UN COMPTE BANCAIRE?
OUi, 99% ont un Jan Dhan account (un compte bancaire zero balance)
Pour les 1% qui n'en ont pas, nous utiliserons le compte bancaire des enfants inscrits à l'école.
Après 1 mois, la tension monte, les voisins ne s'entraident plus autant, nous ne pouvons pas donner l'argent au chef local, il y a des risques de diversion, ni aux ONG car elles ne veulent plus y mettre les pieds, la seule solution, c'est de faire un transfert local. Un par un.
COMBIEN?
nous allons transférer 3500-5000 roupies par famille, (40 à 60 euros) en fonction du nombre de membres, ça leur permet de survivre pour un mois de plus (ils peuvent acheter du riz, de la farine, du lait pour les enfants, dans le commerce). Nous établissons une liste des familles qui n'ont vraiment rien, il y en a une quarantaine, nous avons donc besoin de réunir un minimum de 140 000 à 200 000 roupies.
QUELLE CONTREPARTIE?
malheureusement aucune, si ce n'est leur gratiutude et la statisfaction d'avoir sauvé une famille de la faim. Je donnerai des scrteenshots des transferts bancaires à ceux qui le veulent

It is one of the slums that, I and Gowda, know very well because of our research.
The parents usually worked as ragpickers, but there were also housekeepers, drivers, carpenters, an electrician, in short, small everyday jobs, left since a month without any revenue
After a month's confinement in India, we are in the process of drawing up a list of really desperate families, who are not eligible for anything, and who are starving. For these families, we are going to transfer money directly to their bank account.
WHY DO WE NEED TO HELP THEM NOW?
These families have been without any source of income since the implementation of the confinement and they have managed to survive the first 3 weeks as best they can, but the extension of the confinement is a real tragedy for them, the health crisis is becoming a humanitarian crisis.
WHY GIVE IT TO THEM DIRECTLY?
So far, we've done our best to help them via :
- non-governmental organizations, but after a month of containment, the latest distributions have turned into a riot at Hanuman Mandir Mazdoor Camp;
- the institutional way, but the public system of subsidized food distribution set up by the government is failing and the food center near Hanuman has not been fed for several days;
- the political route (the local deputy), but it is on a case-by-case basis, the work of the prince.
So the only solution is to give the money directly to the poorest families.
BUT DO THEY ALL HAVE A BANK ACCOUNT?
Yes, 99% have a Jan Dhan account (a zero balance bank account)
For the 1% who don't have one, we will use the bank account of the children enrolled in the school. After one month, the tension rises, the neighbours don't help each other as much anymore, we can't centralize the money anymore towards the local Pradhan of each basti, there are risks of diversion, nor to the NGOs because they don't want to set foot there anymore, the only solution is to make a local transfer. One by one.
HOW MANY?
we will transfer 3500-5000 rupees per family, depending on the number of members per family, it allows them to survive for one more month (they can buy rice, flour, milk for the children, in the shops). We are establising a list a families in deep need, they might be 40 of them that didn't receive anything yet. So we need a minimum 140 000-200 000 roupies.
WHAT COUNTERPART?
Unfortunately, none, except their gratitude and the satisfaction of saving a family from hunger.

the lockdown has been extended till 31st of May.
They have eaten all their little savings (salary of March has been gone in April), there is nothing left. After the first extension of the lockdown (14th of April), they were panicked, after the second (3rd may) they were under shock; now they are loosing faith and trust. Some families are even finally giving up and are fleeing the city for Uttar Pradesh by foot (mostly to Bijnor, approx 300km, where some have relatives and hope to find jobs in the fields). They are desesperate and they understood that it will a be long crisis and nothing will never go back to normal for them

update 8thof June:
, now that there are relaxations in Delhi, it’s paradoxically not going better for the slumdwellers simply because (1) there is no work , mostly because of the fear of the virus, so no revenue (fro exemple: most of maids are not allowed to go back to work as landlords are afraid of them; construction work is not taking back; waste pickers are now allowed to enter the colony but can not resell waste (2) food community kitchen has stopped since 5 days, e-ration is still not functioning, and most of the inhabitants are not eligible for PDS (3) lot of inhabitants living on rent are pressurized by their owner to pay their rent (approx. 2500 to 3000 roupies) that they are in total financial incapacity to pay (4) after lockdown extensions and extensions, people have lost faith in government and hope in the city as a source of revenue (no work anymore) and do not trust anymore that the situation will go back to normal for them so many are trying to leave the city and go back to the village, by foot (for those who leave in Western UP), by group rental tempos, by bus, and (very few of them..) on Shramik train (but it’s very difficult to get tickets)...and for doing this journey, they need a bit of financial helpMy colleague (Shankare Gowda) and myself know since the beginning that it’s is an endless process and that we will need to stop at one point , but as we are still receiving plenty of calls and that there is no real alternative, I ‘m obliged to again ask you one last time to contribute if you wish to do so. Tonight, I’m sending the list of the 96 families that we have helped out to Dilip Pandey (from AAP, who is in charge to supervise the PDS and relief in Delhi) explaining that they have to run the community kitchen again and that the crisis is far from being over for the urban poors, even if I know that it will be useless!
